CARRÉ LAVAL: A Partnership Agreement Unveiled Between the City of Laval and the Société de développement Angus

On Tuesday, September 10, the City of Laval unveiled the CARRÉ LAVAL project, along with the signing of an agreement with the Société de développement Angus for the initial development phase.

Laval is undergoing a significant transformation, and with it comes the announcement of an ambitious new project: CARRÉ LAVAL, a large-scale urban development plan poised to redefine the downtown area. Through the collaboration of the City of Laval and the Société de développement Angus, this innovative project will revolutionize urban spaces by integrating sustainability and enhancing quality of life. At the intersection of modernity and environmental stewardship, Carré Laval will become a hallmark of urban revitalization in the Greater Montreal Area.

An Expansive Urban Project

The Carré Laval will extend over a strategically significant site along Highway 15, transforming it into a vibrant, mixed-use neighbourhood. This new sector of Laval, designed to promote active transportation while minimizing carbon emissions, will ultimately include over 3,500 housing units. The initial phase will be developed by the SDA and involves building 1,000 new housing units, including 500 affordable homes to address the region's increasing housing demands.

The initiative will extend beyond housing. Alongside residential spaces, the SDA will establish a unique life sciences and health innovation centre designed to nurture community and professional interactions. This centre will play a pivotal role in enhancing Laval's economic and scientific landscape, solidifying its status as an innovative, forward-thinking city.

Nature at the Heart of the City

One of the project's distinctive features is that it highlights the importance of green spaces. The project will incorporate a 22-hectare regional park, the size of more than 30 football fields. The park, designed to integrate seamlessly with the surrounding urban environment, will offer residents and visitors a natural oasis for relaxation and recreation in the city's core. The initiative highlights the project partners' dedication to fostering a sustainable living environment where nature and urban development can coexist in harmony.

An Innovative Collaboration

The agreement signed between the City of Laval and the SDA marks the beginning of this transformative journey. Leveraging its expertise in sustainable urban development, the Société de développement Angus will play a vital role in crafting spaces with minimal ecological impact as it creates an infrastructure that promotes sustainable mobility and social diversity while improving the quality of life of its residents.

The innovation centre and living spaces will be strategically designed to prioritize the residents' well-being while addressing the contemporary challenges of urbanization, including ecological transition and the demand for affordable housing. According to Charles Larouche, Executive Vice-President of the SDA, the project will "redefine the standards of sustainable urban planning" while promoting urban innovation and providing solutions to current housing problems.

A Forward-Looking District for Laval

Carré Laval is part of a long-term development vision that aligns with the aspirations of Laval residents and future generations. By establishing a mixed-use neighbourhood where homes, businesses, green spaces, and innovation can coexist, the project will set a benchmark in sustainable urban development, not only for Laval but for Quebec as a whole.

With financial backing from the Government of Quebec totalling $10 million for site decontamination, the initiative has acquired a robust financial foundation. For Christopher Skeete, Minister responsible for the Laval region, the initiative is much more than an economic endeavour; it provides an opportunity to "create spaces where our community can come together and thrive."
